Why? Everything was sorted at the time the decree was awarded. It was awarded based on the information presented and known at the time.
As everyone is aware they took long enough to get to that point so I would suspect that her office would have had to satisfy any condition's required prior to approval. It's a formal process, and I would suspect the allegations and speculation would have been known to the office at the time but it had been purposefully ignored as such, speculation with no merit or basis.
