As everyone is aware they took long enough to get to that point so I would suspect that her office would have had to satisfy any condition's required prior to approval. It's a formal process, and I would suspect the allegations and speculation would have been known to the office at the time but it had been purposefully ignored as such, speculation with no merit or basis.
