Still think it's a lot to do with the DGR,NM empire. 
They have their office block in Brisbane with their daughter companies, shared directors and staff and comfortable incomes and lifestyles. They have their empire of 8 or so companies spread around the world which they keep alive financially and pay attention to when it suits them. The announcements written and signed by the secretary are usually vague and make predictions that rarely evolve within the time suggested.
A hierarchy that oversees its realm from its city base with no real urgency for any of its company's development and thereby never really giving any of  them their full attention.
