I've mentioned this before, that what transpired last week, it showed us which part of the appeals process we are at. The comments from dmre was supposed to be last august as part of the second step of the process was just submitted 30th of Nov. Then the project file was needed when the administrator was reviewing things, so administrator has normally 20 days to submit the recommendation to the authority.

This is the reason why last week I asked who is Ms Harris as if she is the administrator which she is, it just means we are at the second step still.
