I think his "frustration" is with the entire process, not so much this particular stage. He was the most critical of them i've seen as he's normally pretty guarded with his comments. He actually said the words "inexperienced and under resourced".... and reiterated the education requirement.
this tracks with the news reporting on the EPA, that their most experienced and knowledgeable assessors jump ship and work for the consultancies. this leaves the EPA with the potatoes and the newbies......
eitherway.... it'll come good. just more buying for the faithful and more waiting for the fully loaded.
