    Yes and there will be many inspection after that with approvals for each phase. Any one that has been close to construction knows the approvals never end. Regardless of if it is a private home or a 1,000,000 Sq Ft commercial facility it never ends. Even after you have final approval for occupancy and finale approval to turn on all utilities that starts the customer and bank approvals. At least Lynas will not have to go through those since they are the occupier and financier. In US even things like steel and concrete have to be approved by an independent lab before they go into building. For concrete test are done on site for water and content. Samples are taken and cured, and pressure tests are run the next day and for 6 months to verify strength. A good lab can usually tell before it is poured how it will do. If it fails after a month or two all work stops. Seldom is it ripped out but depending how bad it may take more support to be added.
