Anyone can see troop movements from the eyes of space and there is no trees in that desert area (or cloud cover). Back in 1980s, satelites could read vehicle license plates.

Perhaps Swann in worried the the Chinese will bring scientists with Grieger counters to monitor atomospheric radiation and check for any secret nuclear programs that the USA is doing in Australia.

Or is he just pandering to BHPs intentions all along, in trying to recover the PH mine from OZL. First BHP asks one (and only one) bank to cause financial stress, then it asks Swann to give it an open door.

The big question is, what does Swann get from BHP for the political trouble this may cause. An empty promise of not one job loss.
