    No, you don't have to explain it any simpler. I know exactly what you mean. But usually contracts like the Sinosteel one (almost every contract, for that matter) state that "time is of the essence". And if CDU signed the major contract of their existence without that clause in it they were bloody idiots. So what that the plant complies with specifications? You and I alone together could manage that by, say, 2040. CDU were supposed to be paying dividends next quarter - ain't gonna happen, because Sinosteel have stuffed up (although apparently everything is "on time") and CDU have to continue paying salaries, wages and other overheads whilst everything catches up.

    The announcement of 11th June 2013 (one year ago tomorrow) was unequivocal:

    "completion and commencement of commissioning due May/June 2014."

    That's what TURNKEY (company's shouting) contracts are all about. Sue the bastards. Or, if it really isn't their fault - come clean for the real reasons for the delays.
