I would think if they were going very fast and everything went according to plan they might get a plant completed in one half years-from now.

They also need permits, environmental clearances et cetera.
And arranging finance will take a while as well.

That most probably adds another 12 to 18 months.

That's 2.5 to 3 years.

In relation to your number 3 why do you think AZY will need to find more gold and copper before Telfer can be used.I would have thought They have enough now to get it moving .
Telfer is underutilised and I would hope it was win-win for Newcrest as well.
