The sad thing that is constantly being ignored here is this: The endless delays are self-inflicted.
CNQ set the goal of obtaining environmental approval for hard rock operations before the end of the year and it turns out they haven't filed their application for such approval as late as November. Pointing fingers at Mitsubishi is unwarranted.
