Greed. Also atm WPG has no need to mine deep ore that is costly and risky when there are stuff at challenger west if I remember correctly.
If you don't need anything your bargaining power is higher. Trex will have to wait. Not sure if mining leases expire eventually if you do nothing with them.
So WPG has superior bargaining power whereas Trex is truely fishing for something which WPG does not need to entertain atm.
WPG could sell them the abandon shaft when their finished in return for them to undertake the remediation and keep the processing plant. Then charge Trex to process their ore exclusively and take no risk in mining and make money from toll treatment of their claimed ore.
This little fishing trip really hurt the potential relationship.
