In my laymans terms this I where I think we're at;
Trial result nfl samples taken and sent to Tas.
Tas testing machine bust and awaiting parts.
PAA samples on ice even though other test machines are available.

What's the betting that..
Tas test machine takes ages to fix,
Due to uncertainty introduced by relatively long term storage of test samples results (even though they're good) come with the usual PAA caveat.
Start trial again, back to square one style.
SP dips to 7.0c on release of favourable results.

I wonder if;
PAA are prepared for such a scenario and have more samples ready to go?
PAA have engaged with alternate test machine ... say in Kazakhstan or Lithuania? Bound to cheaper than those in Australia mainland.
