Mate not sure if you've bothered to check out the details of the App.
The "RGP" currently is the ability to allow billing for the data packs to your exisiting mobifone carrier bill instead of having to bill a C/C.
Other than that its just another reskinned Overpass the likes of which they have been rolling out around the world for the last few years.
Throw enough jargon around and anything can sound exciting I guess ...
