Could it be that SOQUEM are geared to facilitating potential projects that are in exploration and pre commercialisation phase and Investissement Quebec take over during development and operational phases?
A SYA/IQ jv looks very much like a Arcadium/IQ jv, (which is in development phase and will soon be commercialised).).
IQ through that jv, are also a 50% stakeholder in the lithium hydroxide plant being built in Becancour.
It is not hard to see that IQ would want spod from Moblan to be sent to the refinery they partly own in Becancour.
The logistics of sending spod from Moblan would be superior to that from Whabouchi.
