If you look at PLL's dfs, they were able to put out a timeline without specific dates. they just use labels like "Year 1" and "Year 2" this would give the market an idea of how long it would take to complete without saying exactly when they would start. I feel pretty certain when they put this out in February there was no different outlook to what there is today and yet they used very specific dates, my conclusion is that they believe or believed at that time that there would be funds available to start in April. This could be in the form of government assistance or via a cash up front OTA like the one Ford did with LTR, or maybe as I suggested earlier it could be both. Hopefully by April 30th we will know what they know.
