Well the company has a long history of 'optomostic timelines', so a bit of skepticism is warrented. However, it is possible to get the fist sand onto a train by the end of year.
Bruce indicated that the plant was pretty much off the shelf and short delivery/construction time - a mater of months. My take is that once the last approval is granted, whatever that may be, the offtakes will be announced, the financing will be explained, the plant orders will be placed and an unstoppable process will begin.
To get production underway this year, I think the approvals are needed by end of June at latest. But we are dealing with governments, and they can move at their own pace.
