Yes someone selling at market is fairly deliberate... that's what one does when they sell regardless of price. If that's what the investor needed to do, highly unlikely linked to a CR.
But let's see, it's only 10k sold or so hardly raises that many red flags. Irrespective of all that, a raise will need to be done. I wouldn't expect one for another 3/4 months though
