Clare,
as mentioned in Victoria we have very little passing traffic at the moment, Oliver's is not the majority of people's choice, when they open they wouldn't make enough to pay staff, then they throw away the food they prepared at the end of the day, they actually loose less by staying closed. All in my opinion
