It's looking like the BOD have little option but to add value by refining in-country given how long this impasse had dragged on. Anyway, why is that bad exactly? I guess sovereign risk mainly
I see see the GOT's point, but how about they offer PEK an incentive, rather than a stone wall if they don't bend over and take it?
