Of course there are declines but these days the frac methods and tech is way better than what we had 3-4 years ago. I think that article is correct but more it is like any finite resource... eventually the mineral gets hard to source the easy stuff then we have to dig deeper etc.. Can't foresee shale ever going away. America wants its own oil.
