I've been emailing Steve semi-regularly for years now asking him to pick up the pace on his unit repurchases. The market has very clearly lost faith in him and his team, and the only way to get that faith back is by allocating capital in the very best manner possible, and when the fund is trading at a discount to NTA in a very expensive market, the risk-free no-brainer way to achieve an instant excellent return on capital is to use it to buyback units.

It's not that Steve fails to understand this. It is the fact that he's placing his own interests ahead of unit holders that has caused him to consistently dawdle when it comes to buying back units.
