The $62m of payments to suppliers appears in the Statement of Cash Flow (essentially money paid out of the bank account). The bulk of this presumably relates to the cost of temporary water entitlements which are expensed through the income statement as they are sold. If you look at the Segment Information in Note 18 you can see the income statement split between permanent and temporary water entitlements.
There will be timing differences year on year which means the amounts don’t tie up precisely. There are debtors and creditors at year end - Note 17 provides a reconciliation.
Payments to Suppliers in the cash flow statement will also include payments to fund more normal operating costs.
