I consider it is a good thing to only do construction work that you will be actually paid for. Then again you might consider that being exposed to losses from non paying clients in a part of the world where rule of law is questionable is actually a good thing. I suggest you look at the history of CIMICS exposure to this part of the world and the cumulative losses sustained there.
