Many instos. have rules/mandates about which sectors of the market certain funds can invest. ASX 100/200/300 or a certain Market Cap. and/or share price, it has nothing to do with potential/value etc. often the line is drawn at/or over 20c. to stop speculation in what is usually called the penny-dreadfuls.
