I have yet to research just what is involved with these environment approvals and what progress, if any, has been made in applying for them, but the statement is there nonetheless.

Then there is the drilling cost which, as you say, may well be in excess of $12 million, yet the Bulletin team have shown themselves adept at managing the company and the resourse thus far. Perhaps they'll sell of one of the tenements, who knows. It's a journey, not without risk. But if management's Lithium field suspicions are correct, well then...
