What are you talking about, the deal went through already, unfortunately the market doesn’t like the way the payments are structured, and hence the drop in share price, otherwise the sale alone would be worth double the current market cap.
but I do agree with you that it is at a level where you could 3-4x it and still considered cheap if/when it turns this tide around!
as for the raise, yeah, probably coming, but I would expect a new project to come with it, otherwise who is gonna stump up the cash.
