Looks like capping with two individual 400-500k sell orders across 23 / 23.5.
If you really wanted to offload 500k to 1m shares in a thinly traded stock and knew what you were doing you would trade that sort of volume off screen in smaller parcels so that you did not pressure the depth as much.
Either capping or stupidity.
