It's not your opinion, or anyone elses, that defines whether an announcement is price sensitive. Here's some facts for you:
"Under Listing Rule 3.1, the information in an announcement is considered market sensitive if "a reasonable person would expect the information to have a material effect on the price or value of the entity's securities"" - IMO a reasonable person would expect an MoU to have a material on the value of the entities securities, i.e. people will value in the potential that comes from an MoU.
