This is actually a very good result for PLS
The fact that theyve signed for cobalt supply indicates that things will go ahead in some form at their end - one possible risk to this venture diluted.
its highly likely that the non-binding MOU with PlS will be followed by a binding one.
Overall this news increases the chances of a binding agreement with PLS it doesn't decrease it.
