I just google earthed Manono in the congo like they have a lot of work to do just to get the stuff to any port, it does not look like you just stroll down town and grab a fleet of trucks or earthmoving equipment, I could not see any bitumin roads in or out of the town, they won't be getting any processed spod out of there any time soon, but I could be wrong. It is taking our guys here in Aus a good two years or so to build a mine to operating, with most things a phone call away. Just a thought.
