For feedstock, Aluminium sulphate is made from Aluminium Hydroxide so why not go to back one step as it is available locally. I am not sure but I believe the only two Ammonium Sulphate plants are in Melbourne and Perth, so far away. If they can make it work I think the hydroxide works better than sulphate as you don't have to deal with the waste sulphate from the process. They could of course import the feedstock (if Ammonium Sulphate) from China via Gladstone port. The announcement said two products I think from Orica. Orica's website talks about (3 Nitric Acid Plants, 2 Ammonium Nitrate plants, Ammonium Nitrate emulsion phase plant, expanded polystyrene plant and sodium cyanide plant) - don't know about byproducts. Out of those the most useful to an HPA process that I can think of are ammonia and nitric. So I am guessing it is nitric probably for the strip solution. Ammonia gas or Ammonium Sulphate (to ppt the Al). So the return to Orica is either Ammonium Sulphate (fertisiler) or Ammonium Nitrate (an explosive - what Orica already makes). If they are actually making Ammonium Nitrate presumably they will need some license so that should pop up at some stage. Yes they will still need an offtake for the HPA. All above just IMHO.
