My way of seeing it is that they tried to start up on a DSO operation and build slowly to fund the whole thing and keep it in current shareholders hands as much as possible, but the high capex from the BFS has put that out of our reach anyway. What I read is that MAK are aiming at 50% dilution for development of the whole thing.
Note that Legends sp did very well upon gaining a major partner in Wengfu.
