It looks to me from the announcement that SAS would share their technology with Commsat. So maybe a payment for their IP or maybe a share of the revenue for their IP. Bullet point 2 about potentially expanding into greater China is not overly clear to me either. Maybe this is post the equatorial region going up they might start in the northern hemisphere next for their global constellation.
