A very big thing that needs to be highlighted on the ann is the JV, which looks to establish VRFB manufacturing in Australia. With that, no wonder the minister is very keen to put his name on the announcement.
The fact that NAIF is mentioned, seems like a hint that it is close as well. Those who've been following TMT for a while would know that this management team don't just say any random stuff / fluff on announcements unless something serious is going on.
