Tight money supply.
They need to bring in a JV partner, strategic interest etc to provide the liquidity , might set them apart from the many that are simply being sold off to cash, without buyer demands that would step up to higher lines.
Its accumulation at lines lower, until there is a price catalyst to flip things.
