I find government decisions can be quite tricky. The super changes for instance, the coal tax in QLD and the Chile government tax on copper mining.
These changes make running a business extremely hard, particularly knowing governments can change policy at anytime.
expect more changes as mining becomes more efficient and profitable. Mining is an easy target to raise taxes, while the hard pathway for governments to to improve efficiency or cut spending.
