If you crush the ore to get the tungsten or the tin then you will crush the magnetite too fine to be saleable commodity. Then there is an issue of extracting the tin or tungsten from the magnetite - all heavy minerals. No easy solution i.e. expensive solution.

Magnetite projects are also harder to get off the ground because the grade is lower than hematite projects. It has a specialist market and is sold at a discout to hematite ore.

As for infrastucture the west coast of tasmania is very rugged. Even 10km of a sealed road is an very expensive exercise.
