Rosco, I agree fully.
Management have come around to the realising that they will not be able to finance the full development up front. If they can get finance for the first stage development, when they can demonstrate a reliable income the rest will follow. They would then have the option of raising capital based on demonstrated achievements OR financing from ongoing revenue (which would take some time longer).
