From memory there 14 days is a prescribed circulation period and then the further 21 days is at the discretion of the NTEPA in that if they are happy with the responses, then they could immediately refer it on for final authorisation (on day 15). Hopefully, my memory is correct in how it works and that they are minor issues that can be almost immediately checked off both the NTEPA
