I have partaken in SPPs that have been oversubscribed in other companies that was allowed. One I can remember being by 100%.
It would be a up to the company (with shareholder approval) to allow oversubscription if it was in the best interest of everyone concerned. This way the retail investors would have an advantage over the institutional investors (for a change).
