Major project was announced by the NT government March 2017

TO agreement was scheduled for April 2018.
The process is progressing and expected to be concluded by April 2018.

Actual agreement was reached July 2018.

In other words, TNG had a year from March 2017 to work with the NT government major projects team to be ready in April 2018 with the EIS, TO agreement & MMP to be awarded the Mining Licence.
They've had an additional 6 months from this first deadline so you'd hope there is no stone left unturned, no delays, no 'please clarify x', please submit supplemental information.
Not suggesting a rubber stamp from the NT government, but TNG if they've done their job properly, should have identified any risks to the ML being granted & worked to mitigate those.
