I agree HDD although I normally have very little patience for months-long delays being communicated after the due date. They either didn't know, or didn't say, and I see both as very bad management.

Cardinal sin in project management and no project manager would survive that.

As you know it's pretty normal at TNG and I've gotten used to it. Even to the point where they can release an announcement where dot point 1 states that the key deliverables are met, and dot point 2 is that some deliverables are delayed... they're not even trying to spin it.
