It's very common for the brokers to buy or sell stock in the company they are managing or underwriting a fundraising for. Whether the dealings are dodgy or not depends I on the circumstances I guess. But I'm sure it is dodgy on occasion. But to answer your question, yep, the broker could sell for whatever price they want to or can get.
