I don’t know for sure but my thinking is may be because in the past they did invest their own money by taking up theirs rights up in the last credit raise and thought no need to put extra money this time around. My opinion is this cr raise was all about the main holders to have absolute control without making a formal takeover bid. Just have a look at who actually took up their rights at last raise. My thoughts only
