Mining in Mozambique: overview Authorisation
Mining titles are awarded on a first-come, first-served basis, and are granted after the interested entity makes an application and proves that it meets the statutory requirements. The application is submitted to INAMI and is approved by the minister. If the conditions are met, the minister will authorise the issuance of the licence within 180 days of receiving the application.
That was just me googling mining licence in Mozambique. Not sure if its entirely accurate or not.
How long it takes to get through the minister is another question.
