When BHP took over WMC they ultimately became JV partners with Rio at the Richards Bay project in South Africa which is one of the biggest minerals sands deposit in the world. Apparently due to concerns of oversupplying the market Rio encouraged BHP to put the development of the Corridor Sands project on the back burner. Despite BHP still wanting to retain the project the Mozambique Government took the project off them due to them failing to develop the project in a reasonable time frame.

For the record, Richards Bay was recently shut down due to contractors protesting which has impacted positively on mineral sands prices and renewed sector interest. Good timing by MRQ imo.
