It's good to calculate annual interest bill. However, when you compare to the annual earnings after FDA approvals then this bill will be nothing.
If the share price increases to $3.50 in a years time and they do a credit raise then they will get double the money for same number of shares. Paying 10% interest to get 100% extra money by delaying a CR is a good deal. Getting debt before FDA approval is a much better scenario than issue shares in CR.
