The registry needs to know who actually holds the entitlement. It doesn't matter how many shares on loan or held as collateral, if there's 1000 shares on issue, the title to them is held by at most 1 person for each share. The record date is when they shut the books and figure it out. If it resumes normal trading today, then it is ex-entitlement... buyers today won't be the holder on the record date.
