If Si's signature is required on a form for the submission approval, is it a huge success that he signed the form?
If there's a monetary fee to submit, is it a huge success if it gets paid?
Both (hypotheticals) are tick boxes to approval, but neither should be seen as any measure of success, or that the FDA are more likely to approve.
Your logic isn't sound. If you don't recognise that, I doubt I'll be able to convince you on a forum.
