Legacy will be a good investment for India because it has huge potential for growth, all that's needed is plenty of capital for development which no doubt the Indian gov should have and as already stated the use of Legacy as a vehicle(or shopping trolley)for acquisitions means there's the potential for further growth for LCY beyond what's currently possible without NMDC. Big future I reckon with some nice surprises along the way.
